David H. Childs is a native of Plainfield, N.J. He is a member of the Baltimore Alumni Chapter, and was initiated at Morgan State University (Alpha Iota Chapter) in the fall of 1979, where he held numerous positions and was the recipient of many awards.
In April of 1982 at the 59th Eastern Province Council Meeting held in Petersburg, Virginia, Brother Childs was awarded Alpha Iota Chapter (Morgan State University) brother of the year award.
Also in 1982 Brother Childs was elected Junior Vice Polemarch of the Eastern Province.
Under the 29th Grand Polemarch, Howard L. Tutman, Jr, Brother Childs was appointed International Chairman of the “Investigative Protocol and Procedures Committee”, an ad hoc committee impaneled to develop a uniform “How to Guide” manual for use by members with no experience or background in investigative procedures. This manual serves as a guide to Province Polemarchs and members assigned to investigate alleged violations of the rules and regulations of the fraternity.
Under the 30th Grand Polemarch, Samuel C. Hamilton, Brother Childs was appointed to head the “Prospective Members Background Investigation Task Force”, a task force developed to implement a uniformed structure to investigate potential members’ backgrounds before they enter into the Membership Intake Orientation Program.
Brother Childs is currently the Deputy General Counsel for the Eastern Province.
Brother Childs has been a member of the Baltimore City Police Department since September 26, 1984. He has obtained the rank of Police Sergeant. During his twenty plus years tenure with the Baltimore City Police Department he has held many assignments, some of which included: criminal investigations, urban patrol, undercover work, S.W.A.T. team, supervision of Patrol officers, supervision of Narcotic officers, supervision of Emergency Service Unit officers, coordination of programs, planned actions, and personnel training. He has been the recipient of many written commendations and medals.
In 1990, he was nominated for the “Baltimore Sun” newspaper Officer of the Year Award.
In 1995 teamed with agents from the FBI, Brother Childs helped to dismantled a multi-jurisdictional drug network, which resulted in over 80 Federal and state indictments, more than 85 arrests, and over 60 Federal and state convictions, including 7 defendants who received life sentences, and 10 defendants who each received sentences of 10 years or more. In addition, quantities of cash, heroin, and deadly Fentanyl were seized along with numerous vehicles. The dismantled organization was attributable to at least 30 deaths in the Baltimore area.
In 1996, he was one of only four officers selected by the Baltimore City Police Department to participate in an Overseas Police Exchange Program for one month with the Rotterdam-Rijnmond Police Force located in Holland (Europe).
